Our client provides a complete suite of Behavioral and Medical Health Management services that include Behavioral and Medical Case Management, Behavioral and Medical Utilization Management, Physician Review Services and Nurse Advice/Triage Services.

DOCUVANTAGE AWARDED CONTRACT WITH STATE OF FLORIDA DEPARTMENT OF BUSINESS & PROFESSIONAL REGULATION

TAMPA, Fla., - Document Advantage Corporation, (DocuVantage), a leader in business process automation, electronic document management, and information management software and services, today announced that it has been selected by the State of Florida's Department of Business and Professional Regulation (DBPR) to assist in implementing its Department-wide electronic document management system.

"Under Governor Jeb Bush's leadership, DBPR was the first agency in Florida to revolutionize the way the public interacts with state government, providing a one-stop, 24 hour a day/7 day a week, licensing process for people conducting business in Florida," said Simone Marstiller, secretary of the State of Florida's Department of Business and Professional Regulation. "The DocuVantage proposal offered us the capabilities and operational expertise necessary to take DBPR to the next level in our efforts to improve efficiency through the use of technology."

Under the terms of the contract, DocuVantage will analyze the department's current processes and technologies, define the requirements, and manage the development of the new system which will capture, manage, store, and deliver electronic and paper documents. This initiative will also manage document retention as well as the archival of the DBPR's paper documents while replacing paper as a driver in its business processes. Experts: Electronic medical records could have aided evacuees

A database of electronic medical records could have helped emergency medical workers care for people displaced by Hurricane Katrina and would have resulted in fewer disruptions in evacuees' medical needs, according to speakers at the 11th National Health Insurance Portability and Accountability Act (HIPAA) Summit, held Sept. 7-9 in Washington, D.C., and sponsored by the eHealth Initiative.

Many of the evacuees' original medical records, which were housed in health care providers' offices in areas affected by the storm, are currently inaccessible, and many likely were destroyed. As a result, emergency medical care providers are having trouble determining what medications evacuees were taking and in what dosages.

A database of electronic records "would have been useful" for emergency medical workers trying to administer care to people displaced by Katrina, said Susan McAndrew, senior adviser for HIPAA privacy policy in the U.S. Department of Health and Human Services' (HHS) Office of Civil Rights.

Such a database would grant patients greater access to their medical records and would allow them to "become real partners with their physicians in managing their own health care," McAndrew added.

William R. Braithwaite, senior vice president and chief medical officer of the eHealth Initiative, who spoke at a previous session, told HR News there are lots of reasons for having an electronic database for medical records. One that has become especially apparent lately is that "water destroys paper."

However, unlike paper, an electronic system that is backed up appropriately can survive a disaster such as Katrina, Braithwaite said.

Of course, establishing privacy provisions would be a "main priority" in developing such a system, McAndrew said.

Braithwaite, known as "Dr. HIPAA" for the instrumental role he played in authoring the medical data privacy act as former senior adviser on health information policy for HHS, said it is his belief and the belief of the technical community that if electronic information is secured properly and access to the database is limited to the appropriate people, an electronic system actually "can be safer than paper" from a privacy perspective.

McAndrew noted during her presentation that HHS issued a bulletin after Katrina hit to assure providers that HIPAA's privacy rule is not meant to impede the process of caring for patients in the wake of a disaster. The bulletin, dated Sept. 2, states that health care providers and health plans covered by the HIPAA privacy rule can share patient information in the following ways:

- Health care providers can share patient information as necessary to provide treatment. This includes coordinating patient care with emergency relief workers or others who can help find patients appropriate health services. In addition, it includes referring patients for treatment, such as linking them with available providers in areas where the patients have relocated.

- Health care providers can share patient information as necessary to identify, locate and notify family members, guardians or anyone else responsible for the individual's care regarding the individual's location and condition. Health care providers should get verbal permission from the individual when possible.

- Providers can share patient information with anyone as necessary to prevent or lessen a serious and imminent threat to the health and safety of a person or the public—consistent with applicable law and the provider’s standards of ethical conduct.

- Health care facilities maintaining a directory of patients can tell people who call or ask about individuals whether the individual is at the facility, their location in the facility and their general condition.

A Better Chance of Survival

It seems like we just closed one of the severest hurricane seasons in decades and now it is time to start all over again. As I hear reports from the National Oceanic and Atmospheric Administration's (NOAA) '2005 Hurricane Outlook', I am once again reminded of how critical a role technology can play in disaster recovery.

Hurricanes, tornadoes, tsunamis, floods and other destructive weather conditions can destroy an organization's most valued asset--its information. Dangerous weather conditions are only a single possible cause of a data storage disaster. Typical weather conditions such as humidity, computer viruses, prolonged power outages are other possible causes for a data storage disaster.

Note the following statistics from Contingency Planning Research regarding businesses that suffer an incapacitating disaster without a disaster recovery plan:

"Only 43 percent resume operations"
"Of the 43 percent, only 29 percent are in business two years later"
"A total of 87 percent will be out of business in two years"

Those statistics are overwhelming given the fact Inc. Magazine recently reported an estimated "75 percent of small to medium size businesses have no disaster recovery plan."

On a recent flight I was paging through the in-flight magazine and came across an ad from the Department of Homeland Security titled "Every Business Should Have a Plan."

The copy of the ad included this statement "whether it's a flood, terrorist attack or other disaster, every business needs an emergency plan. You can't control what happens, but you can be prepared."

Being prepared includes protecting the critical paper-based information. Paper still remains the highest percentage of information for most organizations. To protect the paper-based information, organizations need to convert it into an electronic format for the purpose of redundant off-site storage. Experts in disaster recovery recommend mirroring the data to two or three off-site storage locations to ensure business continuity.

AIIM Industry Study Reveals High User Satisfaction With ROI from Scanning and Imaging Technologies

Key Survey Findings:

Scanned Images are a Core Part of Critical Business Processes.
One of the major insights from the survey is the ubiquitous nature of scanning in core business processes. Even in processes with potential exposure-contract negotiation, handling of confidential information, dealing with government agencies, and responding to litigation-scanned documents play a critical role. For many organizations, this has simply evolved as the technology has matured, and has often occurred at the department level rather than enterprise-wide. Organizations are now thinking through the implications of this evolution, and are attempting to put more structure around the management of scanned images.

Scanning and Imaging Satisfaction is High.
Over three-quarters of those surveyed-and an even higher percentage for larger companies-report that the ROI of their capture implementations met or exceeded their expectations. The awareness of this success is not limited to the IT staff. Regardless of the primary function within the organization, there is a high degree of satisfaction with implementations of scanning and capture technologies.

Users Are Increasing Their Spending on Imaging and Scanning Technologies.
Significant numbers of users, of all organizational size, anticipate growth in their capture spending in 2005. Two trends bear greater examination. First, the number of users expecting to increase spending on multi-function peripheral devices-these are for the most part casual users of capture technologies, but represent a target audience with significant up-sell opportunities. The second trend is the expectation of increased spending on those elements of a capture solutions that "surround" the scanner itself-forms processing software, service and maintenance agreements, and outsourced services.

The Key Business Driver for Users is Efficiency.
In organizations of all sizes, the fundamental business driver for capture technologies is greater efficiency and process improvement. This is not to say that compliance concerns are unimportant-they are significant for mid-sized and large organizations-but successful solution providers cannot rely on compliance concerns alone to selling capture technologies.

Spam Costs Businesses $22 Billion Annually

Spam is a major nuisance to employees, and the time they waste deleting junk e-mail costs companies nearly $22 billion a year, according to a recent survey.


A random telephone survey of 1,000 adults by the National Technology Readiness Survey produced by Rockbridge Associates Inc. and the University of Maryland's Center for Excellence in Service revealed that 75 percent of Internet users receive spam daily. The average number of spam messages received per day is 18.5 and the average time spent each day deleting them is 2.8 minutes. The study found that the loss in productivity equals $21.6 billion per year based on average U.S. wages.

According to the study, 14 percent of spam recipients read messages and 4 percent actually purchased something advertised by spam in the past year.

Gov't Protects its Architectural Archives & Plans

The Hillsborough County Real Estate Department was first introduced to DocuVantage and the Optix® Electronic Document Management Software in 2003 after seeing DocuVantage's other application solutions being used within other County departments.

In its original phase they envisioned using DocuVantage and Optix® to protect its architectural archives. The architectural archives contain blueprints of all County-owned property. The County currently has 1,079 rolls of plans, each containing between 4 and 150 pages, averaging 35 pages per roll. In addition there are also 60-70,000 standard size pages of documentation. These blueprints are currently up to 50 years old, and the older ones are beginning to yellow and decay.

Once the Real Estate Department learned that Optix® was being implemented County-wide the project was enlarged to consider solutions throughout the entire department.

The Real Estate Department is composed of three units: Architectural Services, which handles development of County property; the R3M department (Repair, Renovate, Remodel and Maintain), where Optix® champion Tim Donahue is a Project Planner & Estimator; and the Facilities Management Department, which handles maintenance and furnishings for County facilities.

From this reconsideration came three distinct phases, with a possible fourth. In preparation for these phases the county has purchased over $60,000 in system hardware including a large-format scanning station, a full-size plotter, 3 high-speed flatbed scanners and 2 medium size printers. In addition the Department has 3 terabytes of available storage space.

Phase 1 is the Architectural Archives project. Because handling of the 1,079 plans is both meticulous and labor intensive, the County has chosen PRIDE Enterprises to scan the existing inventory of documents. The PRIDE component is due to begin in early January. Once PRIDE has scanned in existing inventory ongoing scanning will be done at the County. There will be 25-30 Real Estate department employees with Optix® on their desktops. DocuVantage will be testing the PRIDE output, making necessary system modifications, as well as providing installation and training services. The goal is to have Phase 1 complete by the end of January.

Phase 2 involves Real Estate Tech Services. Within this group are property managers, land agents and technical staff. They are responsible for buying and selling County land. This department currently has 17 filing cabinets of documentation for existing County owned properties. PRIDE will be used to do archival scanning.

The third phase of the project is for Survey & Mapping files. These include Right-of-Way records, thousands of pages of blueprints, as well as 72,000 aperture cards containing microfiche records.
